Australia's emissions reduction targets set in February Least

The Australian Government is expected to set emission reduction targets GHG Australia in the latest month of February 2020, in accordance with the agreement resulting in Copenhagen.

Prime Minister Kevin Rudd has arrived back in Australia after marathon negotiations that produced the political agreement between the major countries of the world.

Countries are developing such as China, India, Indonesia and Brazil has promised to declare how they will reduce emissions, while developed countries such as Australia should set emission reduction targets before the deadline in February.

Copenhagen Agreement has been criticized for being too light and not binding enough.

However, the Australian Climate Change Minister, Penny Wong, said, was never expected to be produced more than a political consensus for the moment, and that is important is to continue moving forward on this issue.

The Australian Government will also begin to take efforts for the third time that the parliament pass emissions trading scheme early next year.

But the opposition leader, Tony Abbott, says disappointed with the results of this Copenhagen Summit and said the results showed that the steps that Prime Minister Rudd in a hurry to pass the emissions trading scheme before the Copenhagen summit is not wise.

Said Abbott, Australia's opposition coalition has taken the right step by not passing legislation on emissions tax before knowing what to do other countries in the world.

Meanwhile, Professor Ross Garnaut, a former government adviser on the subject of Climate Change, said Australia's position at a meeting in Copenhagen that can be more powerful if the parliament had passed the emissions trading scheme.

But, he said, although it helps, Australia's position would not be "decisive" for it.

Reduction of Carbon Dioxide Emissions 26 Percent Not Programmed

----------------------------------------------------------------------------------
The government's commitment of reducing emissions by 26 percent or 41 percent of emissions if international assistance in 2020 did not enter a work program for the Environment Ministry. In a meeting with Commission VII of the House, Monday (18.1.2010), Minister of Environment Gusti Muhammad Hatta did not mention it. Work program that he delivered votes for granted.

"Efforts to decrease emissions 26 percent were not in the delivery of Program 100 days, 1 year and 5 year," said a member of the House of Representatives Commission VII, Ismayati, in a working meeting which was attended by dozens of officials of Ministry of Environment.

According Ismayati, the program 26 percent emission reduction is very important. This was related to the government's commitment to international express and so are not considered true that the victimization of the public.

Vice Chairman of Commission VII of DPR Farial Achmad said, emissions reduction program for 26 per cent is not clear. Supposedly, this ministry is able to describe the program, for example by calculating the contribution of each local government to reduce emissions in each region.

Gusti on that occasion delivered a written program of work as much as 14 pages.

He stated, 100 Day Program successfully implemented. In the program there are two agendas, the preparation of documents for Indonesia's position on the UN Climate Change Conference 2009 and the establishment of forest fire prevention mechanisms. (KOMPAS / naw)

Carbon Offset Project and Climate Injustice

TEMPO Newspaper, December 16, 2009

DEVELOPMENT, Oneworld-INDONESIA

In December 2009, the meeting
about issues of international climate change re-held in Copenhagen, Danish. The delegates from various countries gathered to discuss the return period the earth. Indonesia, as one of the most vulnerable countries affected climate change, do not miss coming to the meeting.

One of the bad effects of change climate is the increased potential for flooding in the country. In January 2009, for example, the parade floods occur almost in all Indonesia. In the flooding occurred in Bekasi, Jakarta, West Kalimantan, West Sulawesi, and Nusa Tenggara. Even with a landslide floods also occurred in Karawang, West Java.

In addition to the damage caused by environment in the region, increasing the potential for flooding and landslide is the result of the increasing intensity of rain. It is one sign that the global ecological disaster called climate change has occurred in plain sight.

The number of disasters that requires communities to adapt to climate change. Government also have an obligation to provide political support and funding to communities to adapt to climate change. Instead of making the program adaptation, the government chose instead to focus on mitigation activities (reduction) of greenhouse gas (GHG)emissions causes of climate change. Yet, true, as a developing country, Indonesia does not have an obligation to reduce the Grk. Developed countries as the cause of the changes that iklimlah should be more responsible in reducing emissions in the country GHG respectively.

Marginalized adaptation activities climate change is not separated from the movement of capital more pro-mitigation activities. Director of Environment Bappenas Ir Dr Eddie Effendi Tedjakusuma, MA, in an informal discussion about climate change in Jakarta in November 2009, said that more mitigation activities have financial support, either in the form of grants or debt, from the state and business institutions international assistance compared with adaptation activities.

From the statement of the Director of Environment Life Bappenas was evident that the amount of external funding support countries influence the focus of government activity in addressing issues climate change in the country. So, why the developed countries and institutions business of international aid disbursed funds prefer to activities mitigation rather than adaptation in Indonesia?

It was closely related with carbon offset projects or exchange bolsters carbon emissions, which are allowed in the international agreement on climate change. Carbon Offset is one mechanism to help developing countries meet the obligations to reduce GHG.

With a carbon offset mechanism, developed countries can reduce Grk outside the country. It was done because costs to reduce the country's Grk considered much more expensive when compared by reducing GHG outside the country.

In Indonesia, 26.6 million hectares land had been planned to be traded in carbon offset projects. Money in circulation in this project is estimated to reach Rp 63 trillion. See how much money is circulating in carbon offset projects, it is not surprising when President Susilo Bambang Yudhoyono (SBY) to Indonesia to be a leader in terms of emission reduction this Grk. SBY even set a target go down GHG emissions by 26 percent in 2020.

Reduction targets in Indonesia GHG emissions for that was received praise from developed countries. Compliment among others, came from British Prime Minister Gordon Brown. According to Brown, the target set by the Indonesian government considered daring, as the state discourse and the other is still distant. Brown sincerely compliment? Compliment more true for Indonesia to open up to carbon offset projects to
to help developed countries reduce emissions GHG.

Unfortunately, the project binge GHG mitigation through carbon offset schemes that are not related at all to public life under the increasingly vulnerable to climate change impacts. Even carbon offset projects, particularly in the forestry sector, it has the potential drove farmers and residents in the surrounding forest that has for so long use of forest resources sustainably.

In Ulu Masen, Nanggroe Aceh Darussalam, for example, approximately 750 thousand hectares of land are not the people lived and worked again. In Muara Jambi, the farmers have to struggle protect their agricultural land area of 101 thousand hectares of land claimed a conservation area in the carbon offset projects.

The rise of carbon offset projects and lack of adaptation programs in the country's conflict with the sense of justice. How not, the public was left alone in the adapt to climate change, even some of them were expelled off the land.

Meanwhile, officials in the country It just fun to party with carbon offset projects to help developed countries in reducing emissions.

Not a big sin if Indonesian government wants to help developed countries reduce carbon emissions while snatch money in various projects on climate change. However, being a sin if the activities of developed countries and help fight money making government to forget its obligation to help their citizens to adapt to climate change.

Developing countries are victims of climate change triggered by the greed of developed countries in fossil energy consumption. It is an injustice that was shown is naked if the developing countries are left with the ability limited funding to adapt, while on the other hand they were convinced with carbon projects to help offset the developed countries reduce carbon emissions.
